Chief Kabamba of the Lala speaking of Serenje has bemoaned the cumbersome procedures involved in the process of implementing Constituency Development Fund (CDF) projects.
Chief Kabamba, in an interview with Daily Revelation, said the cumbersome procurement procedures involved in the execution of development projects under CDF is making it difficult for the initiative to have a positive impact on the lives of people in his chiefdom.
“The procedures and processes involved in the approval as well as the implementation of Constituency Development Fund projects have been very cumbersome. And this has been making it difficult for the projects to be completed on time. And because of that, the government’s well intended CDF is not having some positive impact on the people in my chiefdom,” Chief Kabamba said.
The traditional leader said the government should expedite the process of approving CDF projects, in order for people to appreciate the programme.
“The government should intervene and relax these procedures so that my subjects in my chiefdom and, the general populace in general, get to appreciate the benefits of the Constituency Development Fund,” the traditional leader said.
He said his chiefdom has not benefited much from the 2023 CDF allocation.
“And I can tell you that in 2023 CDF allocation, my chiefdom has only gotten two projects under the Constituency Development Fund; namely the completion of a one by three classroom block at Nkwanzi Primary School and a bridge at Kalwa stream.These projects are not yet complete. And we only hope that the government, through the local authority, will complete the construction of these facilities,” said Chief Kabamba.
