Clinical officer arrested for drawing K153,000 govt salary while being employed elsewhere

The Anti-Corruption Commission (ACC) has arrested a clinical officer for entering into another employment contract, while still employed at the Ministry of Health.

In a statement by ACC head of corporate communication Timothy Moono, the clinical officer Daniel Tembo entered into another contract with Clinton Health Access initiative, while he was still employed at Ministry of Health, and continued illegally drawing a salary from the ministry, where got paid K153,000.00, thereby obtaining percuniary advantage under false pretense.

“The Anti-Corruption Commission has arrested and charged a clinical officer at Ministry of Health for illegally obtaining financial benefit from Government amounting to K153,000.00. Daniel Tembo 50, a clinical officer has been charged with one (1) count of obtaining percuniary advantage by false pretense, contrary to section 309 (a) (1), of the penal code chapter 87 of the laws of Zambia,” Moono stated.

lt is alleged that Tembo, being a public officer employed in the public service as a clinical officer in the Ministry of Health, did by means of false pretenses dishonestly enter in another contract of employment with Clinton Health Access initiative, without resigning from government employment, thereby obtaining percuniary advantage in the sum of K153,000.00, from the government of Zambia.

Moono further stated that Tembo misled his supervisors at the Ministry of Health that he was seconded to Clinton Health Access initiative, when he was not.

“Investigations have established that Tembo, dishonestly informed his supervisor that he has been seconded to Clinton Health Access initiative when infact not. However Tembo, proceeded to accept employment at Clinton Health Access initiative when he signed a pensionable contract and began to draw a salary and continued receiving a salary under the Ministry of Health. Mr Tembo has been released on bond and will appear in court on 16th July 2024,” stated Moono.
