Nkana Member of parliament Binwell Mpundu was yesterday left fuming after Second Deputy Speaker of the National Assembly Moses Moyo stopped him from continuing with urgent an matter without notice.
Mpundu wanted to find out from Minister of Defence Ambrose Lufuma why Zambia Army officers beat civilians in Mufulira and Ndola.
However, before he could finish, Moyo stopped him on account that he had exceeded his allocated time.
After he was unceremoniously told to stop, Mpundu expressed displeasure saying Moyo was not in order to halt him from continuing with his matter of urgent without notice.
“Takwaba naimwe (there’s no such a thing).
“No ba speaker takwaba naimwe, takwaba ifyo (There is nothing like that you, nothing like that),” Mpundu bemoaned after Moyo guided him.
Moyo advised Mpundu to be precise with his matter which was in line with standing orders.
“Honourable members, we all know our standing orders and we are guided by the rules. And these matters are tight, apparently our standing orders are quite specific that a matter without urgent notice has to be precise,” he said.
Last Friday night, soldiers went on rampage beating civilians at Villa Mall in Ndola, and destroyed people’s property, among them Chifubu member of parliament Lloyd Lubosha’s five star night club.
And two weeks ago in Mufulira, some army recruits clobbered residents, including Kankoyo member of parliament Heartson Mabeta in the central business district following a misunderstanding with taxi drivers, who allegedly beat up one of them.
