It is an insult to insinuate that there are no individuals that are competent to handle the K25.7 million Constituency Development Fund (CDF) at constituency level, says Frank Tayali.
On Sunday during The Assignment Programme on Muvi TV Patriot Front Kabushi Member of Parliament Bowman Lusambo said that the officers working at Constituency Offices are not competent to handle the K25.7 million.
Lusambo said that the office of the district commissioner should, instead, be given the mandate to administer the K25.7 million while the Constituency Office should continue administering the K1.6 million.
But commenting on the development when he featured on Ndola’s SUN FM Radio on Friday, Tayali, who is also Ndola Central member of parliament condemned his Kabushi counterpart for issuing such a statement.
“That is not right… you cannot demean people in such a manner. It is an insult for someone to insinuate that there are no individuals who can handle K25.7 million Constituency Development Fund at Constituency level,” said Tayali, who is also minister of transport and logistics.
Tayali explained that the UPND administration has decided to increase the Constituency Development Fund and decentralising the disbursement of funds in order to accelerate development in Constituencies.
“With this increase in CDF, no member of parliament will have an excuse of not taking development to their Constituency. The UPND government is determined to ensure that we want to deliver development to all parts of the country,” said Tayali.
He also said that the UPND government has put in place stringent measures aimed at curbing abuse of the Constituency Development Fund.
Tayali further said he will not tolerate illegal land allocation in his Constituency.
He warned political party members, both from opposition political parties and the ruling UPND, that will engage in illegal allocation and sell of land that they risk being arrested and prosecuted.
