Director policy and quality assurance in the Ministry of Finance, and attached to the Ministry of Local Government in the same capacity, Francis Ngwenya has indicated ‘feeling scarcastic’ following a recent Daily Revelation story where the newspaper quoted the ACC as having directed 18 MoF officials implicated in the financial scandal to refund the money they had stolen.
In the said story, the newspaper quoted the Anti-Corruption Commission ( ACC) as having announced the closure of the massive Ministry of Finance (MoF) scandal which was exposed by embattled internal auditor Grandy Ntumbo, and disclosed that the ministry has commenced recoveries of funds that were paid in excess of annual calendar days.
The ACC recommended that administrative action be taken by the ministry against officials who received funds in excess of annual calendar days.
In a letter addressed to Ntumbo’s lawyers Messrs MAY and Company dated November 14, 2025, ACC director general Daphne Chabu indicated that they were responding to a letter of October 30, 2025, after they were ordered by the courts to provide him with progress reports on the matters he reported to them.
In the said letter, Ntumbo requested the ACC to provide him with a progress report in the corruption scandal he exposed.
Following the publication of the story, Ngwenya, who was among the 18 arrested officials, posted a screenshot of the Daily Revelation edition and the accompanying story on the newspaper’s Facebook page to his Facebook profile, indicating “Francis Ngwenya is feeling scarcastic.”
He then posted a message which seemed to be tinted with the same sarcasm.
“Take them to court to save jail term. These thieves from Ministry of Finance, embezzlers. Why should they go Scott free. Some gave 30yrs service only to risk all the 30yrs service for a 1M kwacha stolen over a period of 5yrs. people can be greedy,” Ngwenya states. “ACCA is a credible company. This will be laughable if these dont go to jail what “Admini” let them save baba.”
Commenting on the same post, someone going by the name Edward Moonga posted: “Francis Ngwenya I know from which angle you’re talking bro. It’s very unfair to “die” for other people’s evil actions from which you did not benefit anything!”
Another one by the name Grace Mpiya seemed to be asking Ngwenya if it was really him who had posted the statement.
“Has your account been hacked?😳” Mpiya asked, as Ngwenya responded: “Grace Mpiya You think so let me check!!!”
Mpiya responded: “Francis Ngwenya aah, so it is really you talking..I didn’t want to believe..I want to believe must have missed a lot these past years I have been away from main stream GRZ…I truly believed your account had been hacked.”
Ngwenya is said to have been attached to the Ministry of Local Government and Rural Development in the same capacity in 2023.
