ARREST UPND ’VIGILANTES’ FOR THREATENING VIOLENCE AGAINST DPP, SAYS EMMANUEL MWAMBA

By Isaac Zulu

Lemmy Kajoba must arrest the vigilantes threatening violence against the DPP, says Zambia’s former Ambassador to Ethiopia Emmanuel Mwamba.

Speaking with Daily Revelation, Mwamba said President Hakainde Hichilema must stop the sustained attacks being waged by UPND officials against Director of Public Prosecution Lillian Shawa Siyuni.

Amb Mwamba explained that the office of the Director of Public Prosecution is established by the Republican Constitution, thus enjoys independence and autonomy; and therefore requires protection.

He pointed pointed out that encouraging vigilante and mob action is an assault, not only on the Director of Public Prosecution, but also on the Republican Constitution.

“President Hakainde Hichilema must stop the sustained attacks being waged by UPND officials and its structures against the Director Public Prosecutions (DPP). The Office of the DPP was created by the Constitution and her office enjoys independence and autonomy and requires protection,” explained Ambassador Mwamba. “If in the minds of the UPND the DPP has done something wrong, the Constitution prescribes how such complaints can be dealt with. But to encourage vigilante and mob action is an assault on the DPP and the Republican Constitution.”

He further stated that the reckless and lawlessness being displayed by UPND members so far on the watch of President Hakainde Hichilema, is unacceptable.

“It is imperative that President Hichilema stops the verbal abuse and circus being thrown at the DPP. Zambia is a country run by the rule of law and the reckless and lawless behaviour being displayed so far on Mr. Hichilema’s watch, is unacceptable,” stated Ambassador Mwamba, adding that: “Similarly the Inspector General of Police, Mr. Lemmy Kajoba must act and arrest these vigilantes threatening violence.”

The UPND cadres gave Siyuni a 48-hou ultimatum to resign, something which the Law Association of Zambia (LAZ) has condemned.

However, LAZ has also condemned Siyuni over the letter she wrote to the Drug Enforcement Commission (DPP) director general that the commission’s decision to re-arrest Lungu was ultra vires the constitution which solely gives the DPP’s office the power to give instructions on prosecution of matters.

Some opposition leaders, namely Economic Fighters (EC) leader Wynter Kabimba and PF presidential aspirant Chishimba Kambwili have said Siyuni was offside for doing what she did and that she must resign from her position, describing her conduct as tantamount to professional misconduct.
