CDF chairman defends himself against corruption allegations

Kapiri Mposhi Constituency Development Fund (CDF) chairperson Mute Kamamba has refuted corruption allegations that he misappropriated CDF amounting to K796,340.

In a statement made available to Daily Revelation newspaper, Kamamba said if there were any financial irregularities at the council, it was failure within the local authority’s financial management and control systems and not the actions of CDFC chairperson.

He further noted that such complex financial irregularities fell strictly within the professional mandate of qualified financial officers and internal auditors who operate under the direct supervision of the chief controlling officer.

Kamamba added that to remove the CDF chairperson from the committee on grounds of failing to identify or detect the alleged of misappropriation of funds was legally unjustified.

The CDF Chairperson explains that accounts operated on a dual signatory system were panel A, comprising council officers and panel B, comprising community representative and specifically the CDFC chairperson and vice chairperson who acted on the paperwork prepared by officers within the local authority.

He stated that his role as chairperson was strictly limited to endorsing transactions by appending a signature on bank transfers that have already been processed, audited and approved by the local authority.
