The concessionaire on the Ndola-Lusaka dual carriageway has indicated to the National Road Fund Agency (NRFA) for collections at three toll plazas to be deposited in the concessionaire’s Escrow Account starting August 19, 2024.
In a letter that has gone viral on social media, authored by NRFA acting director Daniel Mtonga to the director and chief executive officer of the Road Development Agency (RDA) dated August 16, 2024, Mtonga acknowledged receipt of the August 09, 2024 letter from RDA in which they conveyed correspondence from the consortium MOIC-LN Consortium Limited, regarding the commencement of the transition process of operations at Katuba, Manyumbi and Kafulafuta Toll Plazas.
Mtonga stated that the concessionaire had requested the NRFA to commence preparations for Tolls collected at the three plazas to be deposited in the Concessionaire’s Escrow Account starting August 19. 2024.
“NRFA Response: The NRFA notes the request and has since written to the Ministry of Finance and National Planning, to seek Treasury Authority and approval to the bank the Tolls at three (03). Further, the NRFA requests the RDA, as the Contracting Authority, to officially share bank account details of the Concessionaire’s Escrow Account,” Mtonga stated.
He further stated that the Concessionaire had requested unencumbered access to the three tolls for a number of their representatives starting August 12, 2024 until the handover process was completed.
In the letter, the NRFA would facilitate access to the plazas for the listed representatives of the concessionaire in order to facilitate a smooth transition, and in this regard, the NRFA requested the presence of representatives from the RDA at all the plazas during the handover ceremony.
Mtonga stated that further, the NRFA requested the RDA to share a copy of the statutory instrument and any other document which would govern the collection of tolls at the three plazas during the transition period in order to facilitate smooth handover.
