Bowman Lusambo says he is just watching from the terraces to come back and undo everything the “caretaker” PF is putting in place in Kabushi.
And Lusambo has said that President Hakainde Hichilema is traveling to the Copperbelt Province to commission the solar power project that was initiated by the Patriot Front government working with the Copperbelt Energy Corporation when he was Provincial minister, but could be completed because the board members of the CEC were inclined to the UPND.
In an interview, Lusambo, who is former Kabushi member of parliament, said the UPND member of parliament in Kabushi will not succeed.
He said the decision to disband the Constituency Development Fund Committee in the area is a ploy to sabotage the development plan that he formulated with the eight ward councillors in Kabushi, which he said will also derail the implementation of CDF projects in the area.
Lusambo said that he is committed to ensuring that the development plan he initiated with the eight PF councillors is executed for the benefit of residents of Kabushi Constituency.
“Whatever they are doing is not in the interest of the people of Kabushi. And I can tell you that they won’t succeed,” Lusambo said. “We will just be watching from the terraces and when we get back, we will reverse everything that they are constituting and putting in place. This is because I am very committed to ensure that Kabushi Constituency gets the desired development that the people want.”
Lusambo said that he cannot give an affirmative response on the increased CDF by the UPND administration “because there’s nothing happening on the ground.”
“There’s nothing happening on the ground my brother, nothing. The problem is that Kabushi has a caretaker MP who does not know the geography of Kabushi Constituency, the needs and aspirations of the people of Kabushi,” Lusambo said. “Kabushi Constituency has been given a person that was rejected by the people but has been put there by the sitting government. To make matters worse, the Kabushi caretaker MP (Bernard Kanengo) working with the UPND leadership in Kabushi Constituency has disbanded the Constituency Development Fund Committee that was constituted during my reign as member of parliament. They want to bring in their own people, the people that belong to the UPND. And this is a ploy to sabotage the development plan that we develop with the ward councillors and further derail the implementation of CDF funded projects.”
He said President Hichilema is going to the Copperbelt Province to commission a solar power project that was initiated by the Patriot Front government and the Copperbelt Energy Corporation when he was Provincial minister, but could not be completed because the board members at CEC were inclined to the UPND.
Lusambo, who also served as Lusaka Province minister, said that the PF administration encouraged the Public Private Partnership module in the execution of projects “and resulted in most private business entities responding positively to this call,” saying the UPND administration should give credit to the PF government “for initiating massive infrastructure development across the country.”
“And Copperbelt Energy Corporation responded positively to our call. They embarked on the Hydro power project in Kabompo and another project in West Africa as well as the solar power project that President Hakainde Hichilema is scheduled to commission on the Copperbelt Province, in Kitwe to be precise,” said Lusambo. “That project could not be completed because the board members at CEC were inclined to the opposition political party, which was the UPND then. And so they were dragging their feet and the project could not be completed as planned. So President Hakainde Hichilema is just going to commission a project, which I think is owned by UPND shareholders.”
