Police service spokesperson Esther Mwaata Katongo says the matter involving Chishimba Kambwili’s tribal politics was being investigated, but she doesn’t know if it was still being investigated.
Speaking with Daily Revelation, Katongo was asked on what the police was doing over Kambwili’s tribal and ethnic campaigning, however the police spokesperson gave a generic answer.
“When a matter is reported to police it’s not always that police will find something that may warrant them to prosecute someone. So it’s how the statement was uttered, in what context,” Katongo said. “So if they feel there is no strong ground for them to proceed with the prosecution then they leave it. When you report a matter to police it’s not everything that is prosecutable. Police officers have to analyse.”
Asked if she was saying that the matter was not sufficient enough to warrant police taking action against him, Katongo said she was giving a general statement.
On the video(s) circulating showing Kambwili being tribal, Katongo said: “You need to find out from those that are investigating. Because they have not given me any briefs.”
Asked on the video where Mr Kambwili is openly saying bakulaipela ama chito abene, ngabaumfwa ati niwe Kakoma, uyu mufumyenipo, ngabaumfwa ati niwe Chishimba out, but ngabaumfwa ati niwe Hakaike Hikohoko (they will be giving jobs to themselves, if they hear that you are Kakoma or Chishimba you are out, but if they hear that you are Hakaike Hikohoko you are in), Katongo said that could only be determined by those who were investigating and not herself.
Put across to her that she was the police spokesperson, Katongo said she could not give an update on a matter that was being investigated, saying she had not been given an update on how far they have gone.
Asked if the matter was even being investigated, Katongo said “it was being investigated, (but) I don’t know at this particular point whether it is still being investigated or not.”
Katongo was asked if she cared to find out if it was still being investigated, so that when she is called next time at least she is going to give a proper answer as the mouth piece of the police.
“That’s my job, that is what I do,” said Katongo.
