Major Ben Phiri has charged that former home affairs minister Stephen Kampyongo is inherently unable to grasp the elementary precepts of governance matrix.
In a statement, Major Phiri, who is former Luapula Province permanent secretary, stated that Kampyongo is unsuccessfully creating a semblance of relevance on the Zambian political landscape.
“Stephen Kampyongo is evidently laboring albeit unsuccessfully, to create a semblance of relevance on the Zambian political landscape. I saw him hysterically claiming that the UPND government’s information flow mechanism needs to be corrected because according to his obviously flawed cognitive process, ‘there are too many people speaking on behalf of the government’.
Tragically, Kampyongo must be either perilously dull or is inherently unable to grasp the elementary precepts of the governance matrix in general,” charged Major Phiri. “Firstly, all senior government officials at the level of director, district commissioner, assistant secretary, deputy permanent secretary, permanent secretary, deputy secretary to the cabinet etc all have legitimate latitude to speak on any government matter that directly falls under their charge.”
Major Phiri explained that the person responsible to speak on goverment policy direction is the chief goverment spokesperson.
“However, on matters that boarder on policy direction, the responsibility is squarely in the hands of the chief government spokesperson, who happens to be the serving information minister. Secondly there is absolutely nothing peculiar, irregular or wrong with the district commissioner in Mambwe for instance, briefing the media on the flood situation as it affects his or her area of jurisdiction,” he stated.
He further stated that the Shiwang’andu Patriot Front member of parliament should resist the temptation to flaunt his ignorance with the belief that such utterances will insulate him and his party against the multiple wrongs they committed prior to the August 12, 2021 general elections.
“So Kampyongo should for once try to preserve the meagre integrity he possesses, by resisting the temptation to flaunt his ignorance in the illusory belief that such incoherent utterances would insulate him and his party against the multiple wrongs committed prior to the landmark August 12th elections,” stated Major Phiri. “Cases of suspected impropriety ascribed to the PF are many including the purchase of the sub standard fire tenders in which transaction the government coughed a whopping US$ 42 million for rickety moribund machines!”
