Nothing irregular about Bowman buying a property at K75,000 – Witness

A witness has testified in the Lusaka Magistrates’ Court that former Lusaka province minister Bowman Lusamba bought one of his properties in Chamba Valley at K75,000.

The witness said there is nothing irregular with the amount Lusambo spent to buy the property.

This is in a case where Lusambo is charged with two counts of being in possession of property suspected of being proceeds of crimes.

Testifying before Chief Resident Magistrate Davies Chibwili, Jackline Chisulo, 35 of Chalala, a registrar at the Ministry of Lands testified that in March 2022, Ministry of Lands under land registrar office, received a warrant of access of the Anti-Corruption Commission (ACC), and the matter was assigned to her.

She explained that on the warrant of access, there were two properties relating 609/e/44/b/9 and farm 609/b/50 and explained to the court the procedure she followed.

“I went to my computer, logged in my user name and password and when the computer opened, I opened the system called Zambia Integration Land Administration (ZILA). I opened and printed out land register relating to the two properties and submitted to the chief registrar’s office for them to forward to the ACC,” she said.

Chisulo said according to the documents she brought at court, the property in question was first owned by Zimba Washington Mwenya and was sold to Lusambo at a fee of K75,000.

“In conclusion your honour, this property shows that the owner is Bowman Lusambo,” she said.

Chisulo said on August 15, 2022, there was a submission of letters of administration which shows that the administrator is now Felix Mukuka Munkonge.

She said according to the last entry, Felix applied for the duplicate certificate of title and it was issued in the deceased name Munkonge Geoffrey Mukuka.

In cross examination, the witness said she had not come with the file relating to the second property.

She said she had only come with documents relating to the first property.

Asked if there was anything irregular on the amount accused spent to buy the plot, the witness said, “Nothing irregular about the amount.”

She said she was not interviewed by any officers from the ACC.

Chisulo said on the second property, there is no name for Lusambo.

She said the legal owner was Mukonge Geoffrey Mukuka who now has an administrator Felix Mukonge.

The witness said she does not know the charges Lusambo is facing in this court.

After the witness finished testifying, the defence applied for an adjournment to enable the team attend to another matter before a different court.

Trial continues today.
