FORMER NRFA BOSS VERBALLY ISSUED INSTRUCTIONS TO PAY DEPUTY SPEAKER – SOURCES

Recently dismissed National Road Fund Agency (NRFA) board chairman Joe Mutwale verbally ordered swift payment of the monies outstanding to second Deputy Speaker Moses Moyo’s company, shortly after he had chased the deputy Speaker from the NRFA head offices.

Well placed sources at NRFA have told Daily Revelation that that there was a sudden realization on the part of Mutwale after he learnt that the person he had chased from the head offices was actually deputy Speaker Moyo.

Sources had told Daily Revelation of the looming implosion at NRFA where Mutwale who had only recently been appointed to that position by Finance minister Dr Situmbeko Musokotwane chased Speaker Moyo from the agency’s offices amidst reported animosity with NRFA CEO Wallace Mumba.

Sources told Daily Revelation that Speaker Moyo had gone to seek audience with CEO Mumba over an outstanding payment over some road works he had done in Eastern Province, but Mumba out of fear for Mutwale, who is accused to have been acting like the CEO, sent the speaker to his office instead to have the matter addressed.

But when Moyo went to Mutwale’s office, the former board chairperson snapped at the Speaker saying he had no appointment with him, and immediately sprung to his feet and stormed the CEO’s office upset that he had directed Moyo to his office.

Even when Moyo was later introduced, Mutwale said he did not care whether Moyo was a minister or deputy Speaker and screaming at the top of his voice ordered Moyo to get out of the building.

But noticing that he had blundered, sources said Mutwale called the office and issued verbal instructions to have outstanding obligations paid to deputy Speaker Moyo.

“This is known at NRFA about those verbal instructions,” said the sources.

The sources further said that Mutwale was told by the Secretary to the Treasury to repay amounts he got illegally in terms of fuel refunds, something which he did.

“But law if you are going to repay it means that that is admittance of guilt,” sources said.
