An implosion is looming at the National Road Fund Ageny (NRFA) with newly appointed Board Chairman Joe Mutwale chasing Deputy Speaker of the National Assembly Moses Moyo from the Agency offices and amidst reported animosity with NRFA CEO Wallace Mumba.
But efforts to talk to second deputy Speaker Moyo, who indicated through his assistant two days ago that he would call have failed despite repeated calls to him, and Mutwale’s line has since gone on call busy after learning of attempts to get in touch with him, while Mumba despite responding to initial whatsapp messages stopped responding the moment he was asked about the reported animosity.
Well placed sources at NRFA and the Intelligence services have told Daily Revelation that Mutwale, accused of setting camp at the Agency, in what they describe as disregard against Corporate Governance principles, brought the NRFA to a stand still last week and came close to physically manhandling his CEO.
Some NRFA Board Members have revealed that the Deputy Speaker of National Assembly went to seek audience withMutwale on matters of mutual interest, but Mutwale who said he had no appointment with him and did not recognise him sprung to his feet and stormed the CEO ‘s office upset that he had directed him to his office.
Even when Moyo was later introduced, Mutwale said he did not care whether Moyo was a minister or Deputy Speaker and screaming on top of his voice orderin Moyo to get out of the building.
The emotionally charged NRFA Chairman has been accused of assuming the role of the Agency CEO and is said to have a close association with Finance minister Dr Situmbeko Musokotwane.
Some NRFA Board members say they have tried in vain to reign on their Chairman pointing out on his legal limits to little success and that he is the one giving instructions even to office orderlies.
Some Board members said:
“We just had a Board meeting at which we rejected his half baked self serving kangaroo decisions”
“The know it all man wants us to be ratifying decisions made by outside bodies and was even pleading to have a permanent office at the Agency saying that was the practice in Botswana where he worked for 25 years,” one source said. “After PF we want sanity at Govt institutions but the appointing authority have no idea how irrational he is and we are afraid, these are people who can bring down this government.”
