Former Pensions and Insurance Authority (PIA) chief executive officer Christopher Mapani said: “And like Ambassador Gonzales equally alluded to, four and half years later, only officials from the Lungu regime have been arrested for corruption- no single senior official from this administration has been arrested. Is this a government of angels? If this is not selective, what is it?”
He added that: “And if we have been selective in arresting and prosecuting people for corruption, are we fighting corruption or using corruption to fix opponents? At the end of the day, it’s difficult to see what has changed. Even in the business sector where this administration arguably has a comparative advantage, it’s difficult to point at a single business reform. All we hear is CDF and encouraging people to form cooperatives.”
Mapani added: “While former allies of the UPND on corruption and good governance in general are ostracized, we are seeing people the party labeled as corrupt being welcomed with open hands in the party. The fact that such individuals can comfortably sit in the party speaks volumes about the ruling party’s attitude towards corruption.”
These are very pertinent issues Mapani is raising. We hope those who are being addressed will humbly hear what he is saying, to avoid a situation where such matters in order to have an impact, they will have to be raised by some foreign Ambassador accredited to Zambia.
Mapani is also wondering why the same President who repeatedly called for the leaders to be open in terms of declaring assets if they had nothing to hide, can’t now put his words into action by freely and openly declaring his wealth status before his own people he leads.
Issues, such as the failure to reform the police, the Anti-Corruption Commission (ACC) and other state institutions are matters Zambians have raised repeatedly raised. Alas, there has been no effort whatsoever to change the manner of their operations. If anything, some of these institutions have actually lost their relevance and are nothing but a very expensive waste of taxpayers money.
And while the President promised to improve freedoms in the country, the opposite is what is actually obtaining on the ground. What freedom is there in enacting cyber laws which stifle people’s freedoms further? Why should a Parliament that will soon be dissolving be so busy in trying to pass a horde of legislations for instance? Why should a government that promised to professionalise the civil service have more party functionaries appointed to the service as permanent secretaries for special duties? What actual duties are they really performing?
Mapani added that, “even in the business sector where they arguably seem to have a comparative advantage, it’s difficult to point at any single reform. All we hear is CDF and encouraging people to form cooperatives.”
Mapani’s words may sound hard, but beneath them lies very valid points, which should attract keen interest from the President and those in the UPND administration.
You are better off as a government listening to people like Mapani than some of these mindless praise singers who defend just for the sake of it. They are a poisoned chalice actually, whose cheering only leads their leaders to more destruction.
