‎Bill 7 is now law

‎President Hakainde Hichilema yesterday assented the Bill 7 into law.

‎This means that the Bill arising from Bill 7 has now become the law of the land and will be part of Zambia’s legal framework going forward.

‎The President declared debates on the matter closed following its assent, arguing that it had incorporated the matters that needed to be addressed in the constitution.

‎The President urged the nation to now focus on addressing other national challenges such as loadshedding, which he claimed had been brought about on account of the worst drought in history. However, it should be pointed out that while the country experienced some of the worst droughts in the 2023-2024 season, the nation experienced an instant rebound in the 2024-2025 rain season with some of the most excellent rains. And so far, the rains in the 2025-2026 season have been very excellent across the country.

‎Let’s get back to the constitution now. President said constitutional making was always contentious. However, while he declared the debates over, the OASIS Forum, a consortium of credible organisations involving the Law Association of Zambia (LAZ), and the three church mother bodies; the Zambia Conference of Catholic Bishops (ZCCB), Evangelical Fellowship of Zambia (EFZ) and Council of Churches in Zambia (CCZ) together with the NGOCC, issued a statement later in the afternoon re-affirming their position that the entirety of the new law was grounded in illegality.

‎”We therefore strongly urge citizens to remain vigilant and to pay close attention to how Government implements the law arising from Bill 7—including sequencing, delimitation, subsidiary legislation, and the exercise of increased nomination powers,” Zulu stated. “Abuses of power often occur not only in the passage of laws but even more acutely in their operationalisation. The Oasis Forum reaffirms its unwavering commitment to constitutionalism, the rule of.”

‎Indeed, since those in government have always argued that there was no malice whatever in the constitutional making they had embarked upon, Zambians are urged to remain vigilant in terms of how the same amendments would work out in the governance system.

‎The most immediate signs will emerge from how the delimitation exercise would be carried out, and which areas will receive the biggest share in terms of numbers.

‎If President Hichilema denounced previous administrations for having conducted delimitation based on regional lines, whether that is even true or not, we wait to see how he will right the wrongs he is accusing others of having  committed. Will he go regional or national? We shall wait to see.

‎We also await to see how the parliament with more numbers will function in terms of offering the checks and balances on the administration and also the allocation in terms of the national resource envelope the same would receive.
